The residual is the protection that travels with the water.

Chlorine is added to drinking water as a disinfectant, and a small amount, the free chlorine residual, is deliberately kept in the water as it travels through distribution. That residual is the active protection that continues to guard against microbial regrowth and contamination between the treatment works and the tap. The amount maintained is managed by the network operator and varies with the system, so this guide describes the principle rather than quoting a fixed legal figure.

The operational risk is that the residual decays. Free chlorine is consumed continuously by temperature, demand, retention time and pipe condition, and when it falls too low the microbial protection becomes inadequate. A widely used rule of thumb treats a free chlorine residual falling below roughly 0.1 mg/L as the point where protection is effectively gone, though operators set their own alert thresholds well above that floor so action happens long before risk develops.
